Circular No. 05/2012/TT - Ministry of information and communication, dated 18/5 on the classification of telecommunications services, Internet access services will include Internet access services and broadband Internet narrowband.

In particular, narrowband Internet download speeds lower than 256 information and services Kbps broadband Internet access speed downloading information from 256 Kbps or higher.

Report Q4/2011 speed of Akamai Internet, a network of Internet content provider in the U.S., showed that Vietnam's Internet speed is 1.664 Mbps average, lower than the world average of 2.3 Mbps world. Of these, 13% of network connection speeds of less than 256 Kbps (narrowband connection), 2% of network connection speeds greater than 5 Mbps. Compared to 11 countries in Southeast Asia, Vietnam ranks behind Thailand (3.054 Mbps), Malaysia (1.8 Mbps) and Singapore (4.6 Mbps).

But according to Scheme Development Program Telecommunications Infrastructure Broadband (mentioned at the briefing of the MIC with the business of telecommunications infrastructure on 19/4), 2015, Vietnam will not speed narrowband.

Circular 05 also clearly classified telecommunications services will include fixed telecommunication services (fixed-line telecommunication services ground as local, domestic long-distance, international fixed telecommunications services satellite) and mobile telecommunications services (telecommunications services land mobile services mobile satellite telecommunications services to the maritime mobile telecommunications, mobile telecommunications service airlines). In particular, fixed telecommunication services and mobile services including: basic telecommunications services (telephone, data transmission, messaging ...) telecommunications service value (letter e-mail, Internet access ....) and added telecommunications services (the calling number display, hide my calling, call waiting ...).

Circular No. 05/2012/TT-BTTTT will take effect from 07.15.2012.
